CreateBuildRequirementForBatch

Add a brand-new build requirement to the batch units that lack it. One atomic call for the “apply to the entire batch” choice, replacing a per-unit createBuildRequirement loop. Units already carrying the part are skipped (see createdCount/skippedAlreadyPresentCount). The single-unit path stays on createBuildRequirement.
